An Alert for Keir Starmer from His Own History: Without Boldness regarding Britain's EU Exit and the EU, His Party Challengers Will Be.

Seven years ago, it took just eight words to electrify the party's annual gathering demonstrating the party was becoming disillusioned with its then leader. While not precisely soaring oratory, the words were greeted with rapturous applause as delegates rose in spontaneous acclamation.

As the commotion died down, the then-Brexit spokesman, remained at the lectern, visibly startled. He was unaccustomed to his speeches producing such a reaction. All he had said was: "We are not excluding remain as an option". But context is everything.

During that darkly divisive time in 2018, straying from the prepared script in this way was always going to be seen as issuing a challenge to Jeremy Corbyn, who sought to prioritize leave supporters in key constituencies over the pro-European instincts of his party. With that single address, this grey-suited opposition Brexit spokesman underwent a transformation – if only for a while – into a political gambler who championed the party's base against a leader he later succeeded.

The Evolution of Stance & Closed Issues

In the years since, the landscape has shifted, especially for Starmer himself. One of his first acts upon assuming leadership in 2020 was to declare the EU question had been settled by the previous year’s general election. During the most recent campaign, he repeatedly emphasised manifesto “red line” commitments that forbade rejoining the EU, the single market or a customs union.

Like his predecessor, his strategy has focused on winning pro-Leave voters in target constituencies, even if polling evidence indicates many of them have passed away or shifted opinion.

Pressure Building on Europe

However, the tables have turned and the prime minister’s turn to face the pressures of being a party leader. And, if EU relations is no longer the boiling pot in UK politics, a lid which was tightly sealed since Brexit is beginning to rattle once more.

The Prime Minister and Chancellor have intensified the rhetoric regarding the damage caused by Brexit has caused to the UK’s economy. It’s a useful stick with which to beat the Reform UK leader, who seldom discusses how leaving the EU was once his singular purpose and is still his only real achievement.

And yet, the extent of the economic harm, reportedly has left Britain with an economy that is significantly diminished compared to EU membership, towers over the minor adjustments so far offered by the government. Starmer’s so-called re-set deal negotiated with the EU in 2024 provides gains measured in fractions of a percent.

Cabinet Divergence & Ambitious Proposals

The chancellor is one of those trying to overcome entrenched interior ministry opposition to a broader scheme of a growth-enabling youth mobility scheme by which young people can travel between Britain and Europe for work or study.

The deputy prime minister muses openly about the clear advantages of being in an EU customs pact, while a dozen Labour MPs, including the chair of the Treasury select committee, recently voted for an opposition proposal on joining one.

While Nick Thomas-Symonds, the minister in charge of EU policy, now present at every cabinet meeting, maintains the firm boundaries are still in place, there exist avenues these could be bypassed. A proposal involves declaring the commencement of talks immediately on a much bolder deal, to be featured in the following election platform, to be enacted only after securing a new electoral mandate.

The Prime Minister's Fundamental Scepticism

However, Starmer has most recently pouring cold water again by warning rejoining a European customs area could undermine the commercial agreements with America, which he regards as key accomplishments of his government.

It is understood that the PM’s scepticism run even deeper, stemming from several key concerns.

  1. Firstly, he thinks a customs pact is now much harder because his ministers busily de-aligning from European rules in numerous policy areas, including the environment.
  2. Secondly, the exorbitant price demanded from Britain for entry into the EU’s new defence fund and the ensuing failure of negotiations has convinced UK negotiators that European nations are less interested in cutting special deals to the UK and are more focused on demonstrating that leaving the EU was a mistake.
  3. Lastly, the new US national security strategy, praised by Moscow, is viewed by key advisors in Downing Street as a reason for the UK to maintain distance from Europe.

A Bizarre Document & Strategic Considerations

This bizarre and terrifying American strategy paper asserts Europe is threatened by cultural extinction due to Muslim migration. It includes only one reference to Britain, placed beside a proposal that Donald Trump’s administration may interfere in British politics to foster the growth of nationalist movements.

However, instead of concluding that this makes the US an undependable ally, ministers is worried that deeper EU integration would destabilise geopolitics further by risking fragile US military support for Ukraine, Nato and much more besides.

Leadership Speculation and The Ghost of 2018

This situation returns us to 2018. Starmer has always said that address was not a pitch to become leader but merely an effort to keep open the “option” of staying in the EU being on the ballot paper. In fact, back then, Starmer still favoured a “bespoke customs union deal” similar to the one he currently seems to reject.

Observers within the Prime Minister's office note that the Health Secretary, widely considered would stand for the leadership, is among a clutch of cabinet ministers letting it be known they want to go further on Europe.

Staff for the Deputy Prime Minister, another likely contender in a contest to replace Starmer, maintain she won’t discuss her stance regarding a customs pact as it would merely “escalate unhelpful speculation”.

The Clear Danger and A Wise Memory

The risk is clear. If Starmer rules out significant moves towards a close relationship, he allows rivals to occupy the space where most of the party's supporters reside.

It would be prudent for Starmer to remember the impact just a few words had for him seven years ago. Potential pathways for a big offer on Europe which the PM should not “rule out”; he should explore them personally, before someone else adopt them as their own.
