The Former President's Progressive Warning Misses Europe's Real Threat: Technological Stagnation.

The recent US national security strategy presents a misguided view of the European Union. It claims that unrestrained immigration and so-called "progressive" policies pose an existential threat to the continent's identity. However, this perspective rests on a fundamental misreading of the reality. The actual danger confronting the EU is not cultural but technological and economic backwardness.

The Stark Growth Divide Between Europe and the US

Statistics reveal a sobering contrast. From 2008 and 2023, American economic output grew by eighty-seven percent, compared to a paltry thirteen and a half percent increase for the European Union. Over this time, European income per person dropped from 76.5% to just 50% of the American figure. Strikingly, even the poorest US state now boasts a greater average income than major EU nations like France and Italy.

Today, about half of the global top fifty technology firms are US-based, while only four are from Europe.

The Technological Shortfall: A Critical Problem

This widening disparity is driven by superior productivity growth in the US, largely due to breakthroughs and higher total factor productivity. The scene of global tech dominance is overwhelmingly American. Over the past fifty years, hundreds of American startups have scaled into companies valued at more than ten billion dollars, versus only fourteen in Europe.

This disparity raises a vital issue: As the competition for future industries like AI, semiconductors, and fusion energy, what is the EU stand? Experts widely concede it is essentially a contest between two between the US and China, with European nations entering at a clear handicap.

Root Causes of Europe's Technological Lag

Several major reasons explain this innovation chasm.

  • Venture Capital: The US boasts a far deeper and agile system for funding startups. Europe has yet to establish a true capital markets union, which limits the scale of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper Europe. A American entrepreneur can launch a service under a single set of laws to access a consumer base of hundreds of millions. The EU, despite a larger population, is divided among twenty-seven different national regimes, creating huge internal barriers.
  • Mindset Differences: Attitudes toward entrepreneurial failure differ sharply. In some EU nations, business failure was once met with stigma, whereas in the United States, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a tightly woven academic-military-industrial complex. The continent's chronic underinvestment in military capabilities has eroded its capacity for breakthrough innovation.

A Path Forward: Grounds for Hopefulness

Despite these challenges, one can find reasons for hope. Policymakers are increasingly aware of the existential challenge and have begun to advance serious reform. Notable analyses on European competitiveness and the internal market point to the necessity of sweeping reforms.

With the right policies and rule changes, Europe's strengths could support far greater levels of commercial innovation.

Europe retains significant strengths: skilled human capital, excellent education systems, and world-class labs. Coupled with a vast domestic consumer base and high savings rates, these elements could trigger a surge of venture creation.

Importantly, even if the EU does not become the leader in creating next-generation technologies, it can still dramatically increase productivity by adopting and adapting advancements from other regions.

An Inflection Point

The European Union now faces a decisive moment. As the saying goes, decline often happens "gradually and then suddenly". So far, Europe's technological decline has been gradual. However, if it fails to take bold steps to tackle its deep-seated problems, today's slow erosion could turn into a sudden and irreversible decline in global economic relevance.
